Localization of Application Menu

You need to make sure that your bundle is set up properly:

Program.app
Contents
Resources
English.lproj (Can be an empty directory)
German.lproj (Can be an empty directory)
Japanese.lproj (Can be an empty directory)

You need to have a separate .lrpoj directory for each language that you are
providing localization for. When the app loads, it will choose the first
available language based on the user's internationalization settings. The
Application menu will then be properly localized.
