At best, it sorta works.

It works for me with the following languages:
English
Deutsch
Francais

It does not work for me with:
Italiano
Espanol
Nederlands
Dansk
Esperanton

I make the language choice in:
System Preferences app,
International pane
Language tab
Languages list

and test it by relaunching the templated Java Swing app.

I can also confirm that the Java system properties are correct by launching
another app that shows me "user.language", etc. They reflect changes I
make in the Languages list, even when the Application menu is not in the
same language as the "user.language" property.

This may be a problem with the Java Swing application template, or it may
be a peculiarity of my configuration, or it may be some now-forgotten
option that I chose or neglected when I installed the system. I dunno.

YMMV.
