But it's not just CPU architecture, either. It's memory architecture,
cache architecture, bus architecture, OS architecture, swapping
architecture, I/O architecture, graphics architecture, etc. You have to
normalize somehow, or there isn't anything to compare at all, unless the
machine's have identical hardware in identical configurations.

It would have to include not just acquisition $, but also maintenance $,
training $, security $, and others as well. You'd also have to factor in
ROI $, because it's not just the MFLOPS or the costs, it's what you get out
of those costs and MFLOPS that matters.
