IMO the amount of RAM, the Bus-Speed, Hard-Disk space and the screen
resolution are more important than the CPU clock speed.

To work with an IDE you should have at least 512 MB of RAM.
When developing I usually have five or six applications open at the same
time (Java-IDE, Browser, HTML-IDE, running Java Applications, Browser, ...).
If you have less RAM, you get those nasty slow-downs when large amounts of
pages are swapped out or in.

The bus speed of Mac laptops is agonizingly slow.
The iBooks only have 100 Mhz, the 12" and the 15" PowerBook have 133 MHz,
the 15" has 167 Mhz.
So don't expect one of these laptops to be fast.

You should have enough Hard-disk space to install more than one OS on your
machine. I've got four partitions on my 30 GB disk, which allows me to
install two OS X versions, OS 9 and one data partition.

IMHO the best place to save money is on the CPU. I'd usually go for a
smaller one, or the smallest one having enough bus speed.

Screen resolution is also important, when working with multiple applications
at the same time. I wouldn't go below a 15" PowerBook.

And also don't forget to switch off all unnecessary features of your IDE.
This often results in a nice performance leap as well.
