Missing javax.servlet and javax.ejb

I'm trying to compile the demos at
http://developer.apple.com/internet/java/enterprisejava.html
I used Ant as directed but when I had trouble, I tried javac on just one of the src files.
Ant and javac choke when they hit import javax.servlet and import javax.ejb
It seems I don't have these packages.

How can I get these for Mac OS X? Are they supposed to be there by default?
There seems to be no information on the topic on the web.
Why doesn't the enterprisejava.html page explain that the J2SE distribution does not include them?
