CVS needs a repository. Often that is located on a remote server (for backup purposes) but there is nothing wrong in telling the cvs client that you want it just to use a local filesystem for this purpose.

Sounds like that is what you need. You will need to create the repository and the initial files, and then you are set. I do this so seldom that I must look it up everytime I need to do it.
