There is no such thing as "PKCS7Padding". Did you perhaps mean "PKCS5Padding"?

You shouldn't be getting a NoSuchProviderException. You should be getting
a NoSuchPaddingException, since the method you're calling doesn't have a
"provider name" parameter.
