I can think of at least two not-so-odd reasons:
1) staff: somebody's gotta do it
2) cost: Sun may not give it away

Technical reasons may play little to no part in Apple's Java handling. The
most obvious example in recent history is Java3D, which went for years as
"in negotiation", all while concurrently "giving good demo" at WWDC's. The
technical reasons for not releasing Java3D to the public on Mac OS X almost
certainly played a very minor role in the delay. When it finally WAS
released, it was almost anti-climactic.
