Yes. Java Web Start is included as part of a standard JRE 1.4 install. Though on linux, I found I needed to run the Web Start installer as a separate step, though it was included in the JRE download from Sun.

In Java 1.5 Web Start has got some very welcome enhancements as well (VM arguments being the one I've been waiting for). Here's hoping we don't have to wait too long to see it on the Mac.
