If you're going to call your files "plist format", you should probably
accept anything that's a valid file according to Apple's specs, which
means accepting strings without quotes.
Forgot to mention it... but if you are simply looking to parse regular
"old style" plist in an independent fashion, you may want to give a try
to Jeff Martin's plist parser:
