GraphicsEnvironment getAllFonts different without login

I have a customer running a server app in "headless" mode on an XServe. If someone is logged into the machine, the Java server process gets the full list of system fonts. If no one is logged in, they get a substantially reduced subset.

Does anyone know the explanation for this or have any ideas for workaround (other than leaving someone logged into the machine :-). Perhaps when the window server is around, Java gets the fonts directly from it, otherwise, it falls back on searching the system for ttf files?
