When someone is logged in, does the account that's logged in have fonts in
their home Library/Fonts folder?

If so, then that's where the other fonts are coming from.  If not, then
maybe the additional fonts are coming from the common public folder
/Library/Fonts.

In any case, please list exactly what the "reduced subset" is.  If it looks
like /System/Library/Fonts, but doesn't have anything from /Library/Fonts,
then there's the answer.  How that might be happening, I don't know exactly.

Also, exactly how is the server app being run in both cases?  I'm guessing
a Startup Item or a Login Item, but it might help to know exactly, because
something about the process's environment may be different depending on how
the program is started.
