Yes, you need to have /System/Library/Java on your classpath.
I think it was there by default in the bundle that XCode created but I
had to add it by hand when I switched to working in Eclipse, both to
Eclipse's own classpath and to the Info.plist which eventually got
included in the app bundle I was building.
