10.3.7 and Java networking errors

I've upgraded to 10.3.7 and cvs over ssh in both Eclipse and IntelliJ IDEA fail with a BindException in java.net.somthing.

A quick google saw some suggestions that it may be firewall related, but I've been unable to see any settings other than enable/disable firewall under sharing. 

Anyone else have this problem? Anyone _solve_ it?
