What am I doing wrong? I wasted a lot of time looking for documentation on the ADC site.

What you are doing wrong is looking on the ADC site for information about a standard Java API.

Try http://java.sun.com/products/javawebstart/developers.html

From the Developer's Guide, "The jnlp.jar file is included in the JNLP Developers Pack. "
