The way to get this definitively resolved is to file a bug-report:

There is a precedent here, too. An earlier version of MRJ (around 2.0 or
2.1, IIRC) also neglected to provide an explicit redistribution license,
though I forget exactly which component it was. A bug-report was filed,
and Apple updated their subsequent distros AND posted a redistribution
license on their web-pages.
