No - and it appears at least, 1.5 will never appear on Panther.

No - the preview only runs on the Tiger preview of Mac OS X which was
distributed at the WWDC a few months back. Alternatively, you can pay
for a select or premiere membership of the ADC (as I have) which will
give you DVD's for the Tiger preview and access to the JDK 1.5 preview
download at ADC.
Tiger isn't expected 'til 2005 and so, given the few facts available,
I'd expect 1.5 to be available at approximately the same time. As with
previous Apple approaches to JDK's, I imagine you'll have to upgrade to
Tiger to have JDK 1.5.
