Because IB is, first and foremost, an *Objective-C* tool. Java support is an afterthought. (And, as I understand it, IB *does* support GUI creation for Java. It just doesn't support it nearly as well as it does Objective-C.)

Probably because "snap to guideline" runs afoul of cross-platform layout principles. A good Java program doesn't assume that the GUI components have specific sizes, nor that the size of a given component is the same on every platform. But without those assumptions, "snap to guideline" is fairly useless: if you don't know what size your components are, you can't pick a location for your guideline. (What happens if you place it at, say, 100 pixels from the left, but the components to the left of the guideline turn out to be 110 pixels wide total?)
