On windows, pressing alt activates menus (and possibly non-menu components); you can then tab or use directional arrows to navigate menus or panes, or type keys corresponding to underlined letters in the UI.


Once you "move" to the component you want, space or enter usually activates it. You use the keyboard to "traverse" the UI.

Mac doesn't normally do this, although the Java Mac LAF will mostly allow it.
