Function keys intercepted by operating system. How to avoid?

Another issue with running our 5250 terminal emulator on a Mac.

It seems that the function keys, both shifted and unshifted, (all are absolutely essential on any 5250-type terminal) are being intercepted by the operating system before my code can get them as KeyEvents.

How does one keep this from happening?

(There is a workaround, in that on-screen function key legends [so long as they're canonical in form] generate mouse-click-sensitive "simple hotspots," but not all AS/400 screens show legends for all available function keys, and some show no function key legends at all.)

I'm sure there must be some online document available explaining how to do this; if so, just point me in the right direction.
