Unless there's some Mac keyboard that defines F14 and F15 as shift-F2 and shift-F3, respectively, there's no conflict: in 5250-land, on a 102-key keyboard, F13-F24 are really just shifted F1-F12. You need a 122-key to have them show up as separate keys.
