System Services in Java

I am interested in writing a System service in Java as described by:

http://developer.apple.com/documentation/Cocoa/Conceptual/SysServices/Tasks/providing.html

Could anyone give me a quick outline explaining how I should set up a project to accomplish such a task. I have been looking for an example but have been unable to find one. Although I have written a lot of Carbon code I am not all that familiar with Cocoa. Any help or pointers would be much appreciated. It seems pretty straightforward to code up a class but I am a little foggy about how it should be packaged as an application. Thank you.
