I'm not familiar with the term 'locked down' but it sounds like you
want to limit what the user can do with the keyboard and mouse etc ...

The function-key behaviour is part of Expose:

Searching for Exposé in ADC yields nothing (the accented 'e' may be a
problem). Exposé keyboard shortcuts can be controlled via System
Preferences, e.g. F9 key can be disabled.
Question is: How can the Exposé be controlled programaticall! y? Exposé
can be accessed via Applescript:

Exposé is a 10.3 (Panther) feature so it will not be present in earlier
versions.
