are you enabling quartz extreme via Quartz debug application?

Yes

if so what the difference between quartz extreme and quartz extreme 2D?

Quartz Extreme uses the GPU and VRAM to do as much of the window compositing as possible.

Quartz 2D Extreme uses a programmable GPU to do line rendering, etc. as well as glyph and image compositing all while attempting to use VRAM as a cache for all often used glyphs and images.

and what should someone enable to have better performance?

Quartz Extreme is on by default (if hardware supports it).

Quartz 2D Extreme is currently off by default but can be enabled for development testing/work (if hardware supports it). I don't think it is recommended as something to use by default just yet.

Note that the software Quartz 2D render in Tiger in some areas has better performance then Panther even without enabling Q2DX.
