No, you're not reading that correctly. Apple wants you to pay US$195 to get
help from DTS employees to *solve* a problem. If all you want to do is
*report* one, it's free.

The key words are "For developers who need one-to-one engineering support".
Do you consider merely adding your bug report to the bug database to be
"support"? I wouldn't.
