Hi Steve,

All bourne/korn/bash shells run etc/profile -- which sets the PATH. 
(csh/tcsh use /etc/csh.cshrc and /etc/csh.login instead).  The various
shells then run files such as ~/.profile, ~/.bashrc, ~/.tcshrc, 
~/.cshrc, and others.  See the man pages for your favorite shell for
details.

GUI programs do not use these files for setting their environment
variables.  See Apple's technote
http://developer.apple.com/qa/qa2001/qa1067.html for that.  Also, a
handy program called RCEnvironment that makes it easier can be found at
http://www.rubicode.com/Software/RCEnvironment/.
