Ephox develops a high-end HTML editor that can be used as a Swing
component (or as an applet) and should provide more rich text editing
options that you ever thought you'd need. Images, tables, lists and
copying and pasting (including from Microsoft Word) is all supported.
You can configure it as needed to remove functionality you don't won't,
however it doesn't fit your low cost criteria. Details are available at

I can of course provide you with a myriad of reasons you shouldn't
scrimp on your editor but it does depend on your particular use case so
I'll leave that choice to you.
