Changing permissions on system files



Is there a way from Java, or Exec.run() to change the permissions or ownership on a system file (owner=root), given that the user has administrative privileges.

 

From the GUI I can select a folder or file and bring up the Get Info panel and I can change the owner from system to my login ID, but is there any way to do this programmatically?
