What it says is:
  - this has been done.
  - it was done for NetBeans.
  - it was not separated from NetBeans.

To me, that suggests if you want a separate library, you should extract it
from NetBeans and turn it into a separate library yourself.

Or you could ask on a NetBeans forum if someone has done such an
extraction.  If so, it would probably be more recent than Feb 2004.
