It's a string you just add to your blog post to register your vote.
The blog post itself could be the id, and then one could count every
person linking to that URL.
But that would tie everyone to my blog, and some may find that
suspicious. We could also have generated a
URN, and if one wanted to develop this idea into a distributed bug
database using rdf one would do something
like that.
This seemed good enough at the time.
