Currently parts of this exist, but it is spread out and uncoordinated. A little organization will go a long way.

Absolutely -- and to add to this list, bug tracking -- my Inbox is not scaling =)


The only additional complexity is that Java 6/JRL source/binaries can't be hosted by Google Code (or similar).
However, OpenJDK/Java 7 code is GPLv2 (+ classpath exception) licensed, and *can* be hosted on Google Code.
