I'm amazed that on an Apple engineering forum somebody doesn't recall that Apple postponed Leopard since they had to "divert resources" to solve issues with the iPhone... :-)

Seriously, your statement is nonsense since is out of context. We're not talking about a single, troubled project were merely "adding resources" can't help. Do you realize that e.g. Sun started working on Java 6 while still working on Java 5? And that they're working on Java 7 while still working on Java 6 (and 5)? And if it's not a problem of resources, why are you talking about the "focus" that Apple choose? And if it's not a resource problem, where's the problem?
