Please look at the precise context, which was about a web browser on a
mobile phone. Reread this quoted excerpt:
  <http://lists.apple.com/archives/java-dev/2007/Oct/msg00625.html>

The question is clearly in the context of Safari (a web browser) and
plugins. J2ME isn't a plugin, and doesn't have browser applets.

As far as I know, J2ME has no deployment option for browser applets at all,
even when J2ME and a web browser are both installed on the mobile phone.
If that's wrong, and there are such things as J2ME applets that run in a
mobile phone's browser, please point to a reference. I'm not asking about
midlets, but about applets embedded in a browser.

In fact, I'm not aware of ANY browser on ANY phone that does Java applets,
either J2ME or J2SE. Again, I could be wrong, so point to references.
