Are you sure you're not still testing with jnlp files that are requesting a specific JRE release? You will if I understand correctly not have a 1.4 JRE on a Leopard machine.
I'm not a JNLP user myself but if you have 1.4 I think you need either 1.4+ or 1.4* right?
