Thanks for the account idea. I created a test account, but it had
the same result. Apparently my install of JWS has some issues,
where it just cannot determine what version JRE I have.
Can I reinstall just the Java package somehow?

Tried several jnlp files. Some were 1.4* others were 1.5.*. None

Try a sacrificial virgin account:

If the virgin works, then there's a setting file or cached file
somewhere
under the old account that's causing JWS to malfunction.
If the virgin fails, then something system-wide is malfunctioning.
