The best example I had thus far of a programme that fully lacks keyboard shortcuts is Protégé (http://protege.stanford.edu) which is a mainstream ontology editor: depending on the type of user, you find people that really get nervous with that programme!
... which is no problem on OS X, if you just use the System Preferences to define your own menu shortcuts.
