We have been able to reproduce this internally, and it was caused by the Web Start shortcut app still looking for javaws.jar and deploy.jar inside of the 1.5 JVM bundle instead of in the Deploy.bundle. This can only be truly resolved by a change to the JavaApplicationLauncher.framework, and an external workaround does not appear possible (there is an option, but it breaks applets in currently shipping versions of Firefox and other browsers that use the Java Embedding Plugin).
