The issue is in our bug tracker at <http://bugreporter.apple.com>.
Unfortunately, you cannot search for bugs originated by other users.
If you file a duplicate you might (I'm not sure) be able to request
visibility of the original.

This is a known issue with JPopupMenus. They are also in the wrong
window level, so they tend to float on top of _everything_,
including other applications and the screen saver.
