Unfortunately that doesn't say much regarding the specific question in this thread.

Does that mean the installer will only be available for 10.7, even after the preview phase? Or will it install, but not be guaranteed to work?
Is there a technical reason (perhaps within the installer itself) to deny installation on older versions, or is this done to signal the unsupported state of 10.6?

That's nice, but to run, it needs to be installed. The installer currently does not install, and build requirements also say 10.7. So the only way to run on 10.6 is to have a 10.7-installation available to get a 10.6-installable bundle without installer.
Maybe a drag-and-drop bundle could be provided in addition to the installer.
