Help tags

What's the recommended way of displaying help tags for arbitrary parts of a
window? (not controls)

It appears I would have to manually display them using HMDisplayTag, which
means I'm constantly processing idle events (or at least mouseMoved) to keep
track of the mouse. That also means I have to manually implement the delay
time and stuff like that, because tags are displayed immediately after I
call HMDisplayTag. Plus, I can't find "HMHideTag" anywhere, not in the
Carbon Headers and not in the most recent OS X 10.2.1 CarbonLib.
And I'm getting some weird bugs too, but I'm not sure if they're my fault. I
stop getting events after the first tag is displayed, for instance.

All this leads me to believe that this is not the best way of implementing
help tags. So how should I do it, then?

Should I just make invisible controls over all the parts of the window where
I want tags? Or is there a different, easier way?
