In other words, John, would a Geforce4Ti GL_ARB_fragment_program extension
be provided down the road to remap instructions into to texture_shader and
register_combiners? or are we stuck with those low-level APIs until we buy
new replacement graphics cards.

We are not planning to wire texture shaders and register combiners to ARB fragment program. It just isn't a good match. ARB fragment program was always intended for future hardware.
