Old opengl headers?

Hi all. Seems my headers are old, or what im trying to use is not on my system (10.3.8). The problem is with all VBO functions (like glGenBuffersARB) those functions doesn't appear on my OpenGL.framework. Could someone give me some advice on this? Y can't find any help on Apple's server...
