I have been trying to get a simple program running that uses a 3D texture and so far have been unable to get a working 3D texture. To insure that environment was working properly i test several 2d textures in both fixed pipeline and shader access, and 2D works fine. 3D textures always come up white, uninitialized texture, in the fixed pipeline and get random noise from the shader.

Are you sure you aren't just running out of memory or hitting limits? A 512x512x512 texture at 32 bpc is 512MB. There aren't very many graphics cards out there with that much memory...

Reality is what, when you stop believing in it, doesn't go away.

Failure is not an option. It is a privilege reserved for those who try.
