I don't think that extension can be implemented on Mac because it has required parts that are WGL specific. It would be nice to see the rest of it though (I'd like the clamping control), it would just have to be called something else.

(...or maybe it's understood that extensions can be supported minus their platform specific parts)

I've just filed rdar://6401738 with an enhancement request for GL_ARB_color_buffer_float on capable hardware (e.g. GeForce 8+, Radeon HD).  This extension is IMO very useful (if not required) for modern HDR rendering -- and it is very frustrating to see it implemented in the "alt reality" on the same machine...
