MSIE & Netscape under MM 1.4.1

I've been beating my head against the wall on this for a couple months now.
I've followed Apple's instructions to the letter and neither MSIE 5 nor
Netscape Communicator 4.7 are working correctly under MM 1.4.1.
MM 1.2 server ASIP 6.3, clients all run OS 9.1

MSIE 5: I've set all the preferences within the program itself. I've even
customized the toolbar and made certain to point the cache to the Application
Support folder on the local hard drive. I even changed the size of the cache
to 5MB and even 0MB. I put the Internet preferences in the Forced prefs
folder and also the Explorer folder into the forced prefs folder. Things
like the customized toolbar and homepage and security settings all work
exactly as I set them to be. The ONLY thing that does NOT stick are the cache
settings. no matter how many times I force the prefs, lock the prefs file,
and manually change it, the cache keeps going back to 10MB in the user's
prefs folder on the server. That is the ONLY setting that does not copy over.
Am I missing something??

Netscape: I've created the Netscape prefs within the program to exactly how
I need them to be. Created the Profile as "Default user". I've forced the
Netscape registry file and the Netscape Users folder preferences, but
everytime a user logs in, it asks them to locate or create the profile. I've
even copied the Netscape Users folder to all the local hard drives and tried
tricking the program into using the local copy instead but nothing works. I
simply do not have time to hold the hands of 1800 students and help them
locate the netscape profile. I do not require nor do I want the users to
have "profiles" for netscape. The only thing I need netscape to do is to
retain the prefs to the program itself (buttons, fonts, security and cookies
etc), cache size and location (on the local HD), and homepage. that's it. I
dont care about mail identities etc. 1) students are prohibited from getting
email in the classrooms 2) we dont even use a POP or IMAP server for them to
get email anyway.

How can I get this and MSIE working correctly?
I would have checked Macmgr.com because I know the answers I seek are there,
but alas, the site still has not been resurrected. :-(
