imac vga slowdown of refresh rate

how can i slow down our imac vga output to be 60 or 70hz? was there a
software fix? is it compatible with mac manager? Do i have to open up
all control panels now?

i did search and try to help myself, but can not remember the name? We
have a great big tv that can accept VGA, SVGA, and XGA but not faster than
60 or 70hz.

We don't want to buy a averkey or other brand of TV converter.
a) it costs 100 bucks each
b) it has a lot of messy cables

ps: THe apple support KB was not working this morning and the email
discussion archive has a very poor search tool. even egroups has a better
search tool. perhaps we should move this macmanager discussion to
egroups? search of refresh and rate gives nada.
