Re....keyboard and flag

I was setting this up just yesterday for an ESOL teacher who wanted
access to spanish symbols for typing. In restricted finder...I would
guess they can't access the control panels through the apple menu ...
but curious...is it like in AE...where they can open the HD... and get
to controls??? If so they have clicked another keyboard "language"
...the flag allows you to switch between keyboards.... sound right??
