The mrj.properties file actually goes in System
Folder:Extensions:MRJLibraries. You could use ANA to blast this out.

No users pref folder additions are needed.

However, you may want to use some sort of util to delete all of the MRJ
Cache folders that will have already been created in everyone's preferences
folders.
