Control Strip Prefs - Monitors

For my panels users I'm forcing control strip prefs so that they are
controlled with the hot keys. This is working well.

However, on a specific 5500 OS 8.6 when trying to use the monitor
component of the strip to change the setting to a specific simulscan
setting for TV viewing I keep losing the 640 x 480 x 60 Hz simulscan
setting in the strip's listing when I switch back to the non simulscan
setting. I have to log on as admin and use the monitor control panel to
add it back; then it reappears in the control strip for the panels user
only until they try to switch back again.
