Creating folders on desktop...

Hi,
Something new.
On machines running system 9.04, anybody can create folders on the desktop
of their local machine. Then, from within an application, any user can
choose Save As, navigate to the desktop and then open that folder and
save. The user can also delete the folder. In system 8.6, the folder can
be created, but not saved to, nor deleted by the user!
What's happening? Anybody else encountered this? Anybody else able to
replicate it?
